The technical committee formed by the Council of Ministers to grant the title (Iraqi Scientist) completed its work while it submitted its final report to the Higher Ministerial Committee.
A statement of the committee received by the Iraqi News Agency (INA) stated that it "held its last meeting in the advisory board – Prime Minister's Office today," noting that "the technical committee presented its final report on the stages of its work.
According to the statement, the members of the committee expressed their opinions and observations in order to formulate the report and sign it to submit it to the ministerial committee and from there to the prime minister for approval.
For his part, the head of the technical committee, Dr. Hamid Al-Bahli, who chaired the meeting, stressed the government's interest in science and scholars and the serious endeavor to care for and honor them through the activation of the Scientists Care Act, expressing his thanks and appreciation to the professors, members of the committee, for their continuous efforts for two years in a row and their eagerness to grant the title of a scientist to those who deserve it from the candidates and invest their products To build a new Iraq. "
The report of the technical committee included, according to the statement, a number of recommendations, foremost of which is the recommendation to include candidates with the title of Iraqi scientist in accordance with the provisions of the Law for the Care of Scientists No. 1 of 1993 and to sponsor and honor them in a manner befitting their status and scientific career, and to legislate a new law for the care of scholars and creators that includes new and former scholars as well. .
Since 2007, the Council of Advisors has adopted a project to activate the Scholars Care Law and prepared a draft law for them, and the Council of Ministers, in its twenty-eighth regular session held on 7/17-2018, and based on the advisors' objection, approved a number of recommendations regarding the activation of the Scholars Care Law No. 1 of 1993 and the formation of a committee Technical committee headed by one of the prominent scholars and the membership of ten scholars or holders of a professor’s degree, and accordingly the technical committee was formed according to Diwani Order No. 86 of 2018 headed by Dr. Hamid Al-Bahli / Council of Advisors and the membership of the administrative agent of the Ministry of Higher Education and Scientific Research and a number of scientists and professors in Iraqi universities and the advisor .
